Under the recently passed Dodd-Frank Act, the Obama administration is required to provide Congress with a proposal for ways in which it will reform the secondary housing market. This proposal will have enormous fair housing impacts: under the current regime, GSEs like Fannie Mae and Freddie Mac have played a tremendous role in determining the availability and accessibility to underserved areas, including communities of color. Other secondary market issues have impacts on whether and how segregation will be reduced or reinforced.
